Netfocus will develop the project of federating secure electronic files between the Catalan Government authorities

  • La Agencia Catalana de Certificación (The Catalan Agency of Certification) - CATCert has appointed ITSCAT to develop its secure electronic files. Of the partners of ITSCAT, it will be netfocus who will carry out the project for an amount of 900,000 euros

CATCertLa Agencia Catalana de Certificación - CATCert, an organism made up by the Autonomous Government of Catalunya and Localret (Consortium of local governments for the information society), has awarded ITSCAT, a temporary union of companies in which netfocus participatess, with the contract to develop the Infrastructure Network of the Security and Preservation of Files (XISPA, in its Catalan initials). This project will allow the public authorities of Catalunya to store and share documents in electronic format.

The XISPA project, valued at 900,000 euros, responds to the development of the so-called "electronic Government", allowing the public authorities of Catalunya to securely store documents, records and electronic evidence for the conservation periods that correspond to each action. They will also have the option of sharing these documents with the different bodies that participate in the XISPA federation of files.

In this way, the XISPA project will make possible situations that up until now were unfeasible, for example, a member of the public who initiates an electronic process with one authority will not have to provide certain documents if they are already contained in the digital file of a second authority that forms part of the federation of files. In this case, the member of the public will only have to provide his/her consent so that this document may be recovered and adjoined to the application.

The XISPA project will also allow the improvement of the efficiency and quality of the electronic services offered by the public authorities of Catalunya which make up the afore-mentioned federation of electronic files.

According to Carles Abarca, general manager of netfocus, "we are very proud to have earned the trust of the Agency in order to develop a technology which will doubtlessly make a decisive contribution to ensuring that the benefits of the information society reach the general public. Netfocus has its own line of investigation to resolve what is known as TLTA (Trusted Long Term Archiving) and this appointment fills us with satisfaction".

This initiative of the Catalan Agency of Certification - CATCert in order to improve the electronic administration services offered to the public complements the PSIS project (Platform of Identification and Electronic Signature Services), which offers services of validating electronic signatures and digital certificates for the applications of the public authorities of Catalunya, also developed by netfocus.
